NEC 410- Breaker Lockout

The requirement in 410.141(B) is intended to help protect the service person from the disconnecting means being turned on or closed while the equipment is being serviced.

The last sentence was added to the 2008 Code to prevent the use of locking devices that could be removed when the lock was removed.
